Shea Zwerver to Speak at PA Chamber’s Annual Human Resources Conference

Flagger Force is pleased to announce that Shea Zwerver, workforce development and public affairs manager, will speak at the PA Chamber of Business and Industry’s Human Resources Conference on Thursday, March 13, 2025, in Harrisburg, Pennsylvania. During the event, industry thought leaders will share innovative HR insights that attendees can apply to their daily operations as well as updates on HR laws. Additionally, attendees will have the opportunity to network with other talented professionals who are passionate about providing remarkable employee experiences.

Through my experience leading Flagger Force’s fair-chance hiring practices and policies, I have gained actionable insights that I look forward to sharing with other human resource professionals. I am also excited to collaborate with and learn from others in the space about the workforce development strategies and programs they have found effective, so I can continue to enhance Flagger Force’s efforts,” said Shea Zwerver, workforce development and public affairs manager.

During the Human Resources Conference, Shea will speak on the workforce panel moderated by Schaun Henry of McNees, Wallace, and Nurick, LLC. Other panelists will include Valentine Brown, partner at Duane Morris, LLP and Tim Holt, vice president of human resources for the insurance division at UPMC. Individuals on the panel will discuss strategies for expanding and diversifying the talent pool, the scope of justice-impacted people in Pennsylvania and beyond, why this population is an untapped asset for addressing labor shortages, and myths that society has about individuals with a criminal background. Through the panel discussion, attendees will gain actionable tips they can use to enhance their fair-chance hiring practices. 

As Flagger Force’s workforce development and public affairs manager, Shea is responsible for building strategic partnerships, overseeing government relations across the company’s expanding footprint, and helping grow and diversify Flagger Force’s frontline workforce. She plays an instrumental role in supporting the company’s fair-chance hiring efforts, which focus on considering candidates of all experience levels and backgrounds who want to work, including justice-impacted individuals and those reentering the workforce after incarceration. Shea also advocates for criminal legal system reform to help bring more people with criminal records into the workforce. In 2023, Shea was appointed to the Pennsylvania Workforce Development Board by Governor Josh Shapiro and Chairs the Barrier Remediation Committee.
