Shea Zwerver

Hummelstown, Pennsylvania – Flagger Force, an industry-leading, Safety-Driven®, short-term traffic control company with operations that span the eastern third of the United States, is pleased to announce their workforce development and public affairs manager, Shea Zwerver, has been selected to serve on Pennsylvania Attorney General Elect, Dave Sunday’s, transition committee for reentry, which is chaired by former Pennsylvania Governor Tom Corbett.

“I am excited to serve on the transition committee for reentry and collaborate with other leaders from across the state. I came to work at Flagger Force because of their commitment to providing careers to those coming out of incarceration. Some people reentering society after incarceration may not have worked for years or even decades and it is critical to our economy and public safety that we have businesses that can be an entry point back into the workforce. I am grateful that Flagger Force leverages its platform as a Pennsylvania-based company to advocate for policies that reduce barriers for individuals reentering society after incarceration. I look forward to bringing my experience to help inform reentry efforts across the state,” said Shea Zwerver, workforce development and public affairs manager.

As Flagger Force’s workforce development and public affairs manager, Zwerver is responsible for building strategic partnerships, overseeing government relations across the company’s expanding footprint, and helping grow and diversify Flagger Force’s frontline workforce. She plays an instrumental role in supporting the company’s fair-chance hiring efforts, which focus on considering candidates of all experience levels and backgrounds who want to work, including individuals with a criminal history and those reentering the workforce after incarceration. Shea also advocates for criminal legal system reform to help bring more people with criminal records into the workforce. In 2023, Shea was appointed to the Pennsylvania Workforce Development Board by Governor Josh Shapiro and chairs the Barrier Remediation Committee.

“I am proud of Shea for her drive to share her knowledge, skill sets, and innovative ideas with others and her dedication to continuous proactive improvements for those who are reentering society after incarceration. She is deserving of this appointment, and I am confident her contributions, in addition to the insights of other experts on the reentry subcommittee, will benefit Pennsylvania’s workforce,” said Mike Doner, president and CEO of Flagger Force.
