Hummelstown, Pennsylvania – Flagger Force, an industry-leading, Safety-Driven®, short-term traffic control company with operations across the eastern third of the United States, is pleased to announce a new workforce development program that will provide eligible employees with confidential access to record-clearance services through Rasa Legal, a mission-driven legal technology company dedicated to making criminal record clearance simple and affordable. The program will launch in Pennsylvania first and will expand across Flagger Force’s operational footprint as Rasa grows its services in other states.

In Pennsylvania, one in three people have a criminal record. In low-income, high-arrest, and heavily minority communities, the rate increases to nearly 60%, according to Rasa. Through innovative technology, Rasa will offer eligible Flagger Force employees record sealing and expungement services, enabling individuals to remove barriers to career advancement, wage growth, and long-term economic mobility. Flagger Force is the first and only company in Pennsylvania so far to implement this type of program in collaboration with Rasa.

“Since founding Flagger Force in 2002, I have been committed to building a workplace where opportunities are driven by ability and potential. By removing barriers and bias from our hiring practices and focusing on candidates’ capabilities instead of their pasts, Flagger Force creates pathways for meaningful career growth,” said Mike Doner, President and CEO of Flagger Force. “This new program, and our partnership with Rasa, underscore Flagger Force’s commitment to fair-chance hiring, workforce development, and empowering our employees to succeed.”

To qualify for the program, Flagger Force employees must be employed for at least 30 days, complete designated safety training requirements, have good attendance, and strong performance reviews. The program is currently available to employees with Pennsylvania criminal records. As Rasa continues to expand its services to new states where Flagger Force operates, the company plans to grow the program and help more employees clear their records. The program is financially supported by the Michael P. Doner Family Fund in partnership with Flagger Force.

“We are thrilled to have Flagger Force as our first Pennsylvania employer partner to offer our services as a benefit to all its employees. The success of fair-chance hiring hinges on leaders who see the immense value in our justice-impacted workforce. This decision shows their deep commitment to second chances and investment in a person’s potential,” said Noella Sudbury, Founder and CEO of Rasa Legal.

“Since announcing this program internally, we have already seen strong interest from our employees, reinforcing the need for meaningful resources that help justice-involved individuals grow professionally and personally without the undue scrutiny they often face,” added Mike Doner. “We look forward to working alongside the entire Rasa team in Pennsylvania and beyond to raise critical awareness of the benefits of fair-chance hiring and to help create more inclusive employment opportunities across the communities we serve.”
