SURGE PAY Program Overview
The Surge Pay Program is designed to address staffing and retention challenges in specific high-demand counties across our footprint. Employees who work within the designated counties will receive an additional $1.50/hour incentive added to their hourly rate. This Surge Pay Program will run from Monday, 9/15/2025, until Sunday, 11/23/2025.
- The first pay period employees may begin seeing Surge Pay applied to their hourly rates is Friday, September 26, 2025.
The program only applies to the following:

Pennsylvania Counties
-
Cumberland
-
Dauphin
-
Lancaster
-
York
-

Eligibility Criteria
An employee qualifies for the Surge Pay when the following conditions are met:

Their work assignment’s meeting location for that day is located within one of the listed SURGE PAY Program counties.
- The employee is one of the following roles:
- Crew Member (CM)
- Crew Leader (CL)
- Advanced Crew Leader (ACL)
- Field Trainer 1 (FT 1)
- The employee is actively working on a client’s billable order.
Exclusions:
- Mentees and ‘Riders’ are not eligible to receive the Surge Pay.
- Non-Billable Work Orders (Equipment Delivery & Flagger Force orders) will NOT receive the Surge Pay increase.

- A Billable Order’s MEETING LOCATION will determine our team’s review regarding Surge Pay.
- Will the Surge Pay stack with other rate-increasing opportunities? Yes! See the examples below…
- Night Rate – An employee’s rate would be increased by +$1.50 and then additionally increased by +$2.00 with the Night Rate.
- Overtime – An employee’s rate would be increased by the +$1.50 and then multiplied by x1.5 for the Overtime Rate.
- SEO Work – An employee’s rate would be increased by the +$1.50 and then additionally increased by the +$1.00 for all work completed as an SEO.
- Surge Pay will NOT appear as a separate pay code. You may see a separate line item detailing your work due to the rate difference with the added Surge Pay.
- Mentees are NOT eligible to receive the Surge Pay.
