Flagger Force, an industry-leading, Safety-Driven®, short-term traffic control company with operations that span the nation, is proud to announce that City & State Pennsylvania has named Shea Zwerver, workforce relations and public affairs manager, to their 2024 Forty Under 40 List. Each year, the award recognizes forty professionals under the age of 40 who have made positive contributions in their respective fields and are driven to continue succeeding in their careers. Shea was nominated for the award by her colleagues and friends.

I also enjoy working collectively across sectors to develop community-based policy solutions that help move people into economic stability and growth. As Flagger Force’s workforce relations and public affairs manager, Shea is responsible for building strategic partnerships, overseeing government relations across the company’s expanding footprint, and helping grow and diversify Flagger Force’s frontline workforce. She plays an instrumental role in supporting the company’s fair-chance hiring efforts, which focus on considering candidates of all experience levels and backgrounds who want to work, including individuals with a criminal history and those reentering the workforce after incarceration. Shea also advocates for criminal legal system reform to help bring more people with criminal records into the workforce. In 2023, Shea was appointed to the Pennsylvania Workforce Development Board by Governor Josh Shapiro and Chairs the Barrier Remediation Committee.
